A mobile phone mast could be erected at a community precinct in Woodley.
Telecoms firms EE and 3 want to install the facility at the Loddon Vale Centre, off Hurricane Way.
Woodley town councillors worry that the mast would tower over the GP surgery and Baptist church in the centre. They also say it could damage a tree, and detract from the street scene.
The application is for 20-metre mast that would be built by the cycle path on Headley Road East.
Telecoms infrastructure company Waldon says it is needed as another one, on the Headley Park industrial estate will be lost due to redevelopment of land set to take place. It says the loss of the mast could disrupt mobile services locally unless it was replaced.
Woodley Town Council said it would prefer a mast to be built near higher buildings, noting that the proposed site “is located near to lower-level buildings, which would likely cause overbearing on those properties”.
Their response was part of a consultation the company was running before it submits a planning application to Wokingham Borough Council.
