An appeal has been launched following a decision by Wokingham Borough Council to refuse plans for a cafe and drive-thru Starbucks earlier this year.
Last week, residents started to receive letters from Wokingham Borough Council, advising of the appeal against its decision.
The secretary of state will now determine whether TA Fisher Holdings Ltd will be allowed to go ahead with its development at The Point at Shepherds Hill on the A4 in Woodley,
The full application for the proposed erection of a café and drive-thru with associated parking, landscaping and access, following demolition of two existing dwellings and changes to the existing parking layout, was refused on January 18, 2024.
It cited how it said the development would have a detrimental impact on the character and appearance of the area.
It also said the development would erode “.. the distinct separation between the commercial local centre and the residential area.”
The refusal notice also said the development “.. by reason of the high intensity operations associated with the proposed use and their immediate proximity to a neighbouring residential dwelling’s rear boundary and private rear garden, would adversely impact the security and enjoyment of the dwelling’s garden, to the detriment of their amenities.”
Agents for the developer, in its statement of appeal, said: “Whilst the loss of residential units is acknowledged, there are a number of factors in favour of allowing the proposal.”
It said the existing properties, which are owned by the developer, are in a “sub-optimal environment for residential development, in the centre of a roundabout with associated traffic noise and air quality issues.
It added there are no plans to bring those properties back into residential use.
It also cited what is said was: “.. the tangible and numerous economic benefits to the local community of the proposal.”
These, it said, include job creation during construction and various service-related sectors, provision of new community social space, as well as to passing commuters.
“The scheme will make an important contribution towards boosting the local economy and employment market, as well as providing a genuine social/community space.”
