A public consultation has opened for an outline planning application to build up to 60 houses on land off Barkham Road.
The application for the greenfield site, west of Limmerhill Road and north of Barkham Road, could include the development of age-restricted homes for elderly people, alongside up to 40% affordable housing, public open space and landscaping.
Access would be close to Ye Olde Leathern Bottel pub, which is on the south-east corner of the site.
Cllr Sarah Kerr, in a letter of objection to the plans, said: “I believe the proposed development is contrary to a number of planning policies.
“In particular it closes the settlement gap between Barkham and Wokingham and would result in an erosion of valued landscape, and would be out of character.”
It is believed that previous applications to develop the site have been rejected.
The consultation period will run until November 15.
