Possible car parking charges in Finchampstead were discussed at the November meeting of Wokingham borough’s full council.
Cllr Rebecca Margetts asked Cllr Adrian Betteridge, the executive councillor for active travel, transport and highways: “The recent draft medium term financial plan (MTFP), which was subject to overview and scrutiny, outlined proposals to introduce parking charges at Avery Corner car park.
“Could the lead member please advise on how and when this will be potentially implemented, and how they will consult with local businesses, residents and Nine Mile Ride school?
Cllr Betteridge said: Thank you, Rebecca. Avery Corner was one of a number of car parking proposals included in a business case which was presented to the overview and scrutiny committee which stated for Avery Corner that “proposals would be introduced from 2027/28” following consultation with parish councils and stakeholder.
“Informal consultation will take place before specific proposals are progressed to a formal public consultation.
“I am already aware of concern expressed by some businesses in the area about the lack of restrictions on the use of the car park which affect their customers, and of complications regarding school parking following past decisions to build on the existing school car park and take advantage of the council’s lack of charges. Should this proposal and indeed the MTFP be approved officers anticipate initial face to face engagement with the parish council, with whom a wider consultation approach can be developed and agreed. Thereafter any proposed changes to the car park’s operation will require an amendment to the existing Off-Street Parking Traffic Regulation Order (TRO).
“This will include a mandatory consultation period during which all residents and stakeholders can object, support, or comment on the proposals. All responses will be carefully considered by officers and myself and any decision on amendments to the proposal and whether to proceed will be made through the decision-making processes set Cllr Margetts replied.
She said: “Adrian, and I do agree that this does need to be looked at.
“As a local resident myself, there are issues with this car park. I think what we want is a considered response that accommodates everybody and comes to a good resolution.
“My only concern is that I would like some reassurance from you that people will be listened to. Stakeholders, that includes residents, businesses, and the school, and I agree you will be talking to the Parish Council, but it is just making sure that people really are listened to and that a decision has not already been made, and that you will consider local residents’ views.
Cllr Betteridge said: “Yes, that is exactly how I intend to progress this.”
