The owners of a traveller site in Twyford have not been allowed to move their gate closer to the road and add new tarmac.
Consultants ET Planning said that the visual impact of the changes would be minimal.
Neighbours and local councillors objected, arguing that they would cause harm to the countryside.
Planning officers ruled that the changes would harm the appearance of the countryside and the greenbelt.
